What’s the deal with so-called “private” taxis?

I made the mistake of getting into one of the taxis outside the USCE mall, and after just a few minutes into the trip to Stari Grad, noticed the fare was 2900! When I asked why it was so expensive, the driver claimed it was private taxi, even though it looked like any normal taxi to me. Is this a scam targeted at tourists like me?

Who can tell me about this area?

More specifically, a quiet (at night, at least) area almost hidden away behind Kolarceva near Republic Square. On maps, it’s labelled as the “design quarter”, has a couple of bars and some creative looking businesses, and also appears to be a cruising spot for men.
