So when i run google play the emulator works just fine but when i launch codm it just freezes forever

So i built my new PC maybe like 2 or 3 months ago, i downloaded windows 11 because my hardware is new (RTX 5070 Ryzen 7 7800X3D 32gigs ddr5) and i saw people saying that new hardware is better utilized on windows 11, however I've been facing a weird problem that i kept using chat gpt to try and solve it but i had no luck. There are certain apps like WhatsApp perplexity chat gpt Pinokio Brave (and probably more that i haven't tried yet), that has a weird blurr problem where certain parts become super blurry, however when i hover my mouse over it or move the window, it becomes crisp again, it's not a monitor setting or something since it happened on both my monitors, i was about to upgrade my operating system to windows 10 but thought maybe i can find a solution here. this problem has been here since day 1
