Been off the program for 2 years but still have the device, can I sell it?

I completed my intoxalock sentence about two years ago according to the state and the DMV in New Jersey, but intoxalock refused to remove me off their program and kept trying to charge my account. I needed to get a new car anyways so I got a new car and moved on with my life but they continued to try to charge my account monthly and now say I owe 875 dollars. I already had to have the device in my car for an extra years because I accidentally didn't blow into it at a gas station one time while my friend sat right next to it not knowing what to do and I was pumping gas.
Bottom line.
I still have a device and they are acting like they are being sketchy about actually giving me any money back or taking it off of my account because my acct is already in collections. Point is, they know I'm a client. If someone on the street had one of these and gave it back would they be mailed 500 dollars? I was given a 500 dollar credit when I returned one in the beginning of my intoxalock sentence because my car died out on me and I wasn't driving for a little bit. So I know that's what they are worth to the company.
Is there any type of street market for these devices?
