First PC build (2Lakhs) Advice + Recommendations + Where to save money?

Hello y'all im trying to build my very first pc under a very tight budget of 2 Lakh I have stretched budget upto 2.3.
should I get 7900X instead of 7800x3D?

Are my dimensions correct?

My use case:

AI + ML + ComputerVision, Docker, Embedded Work
1440p Gaming mostly cs2 AAA titles
perhaps editing

P.S I know 16gb wont suffice I will upgrade it once this crappy ram price surge ends...
