Planing on building DIY powerbank for fun

Hi,

My sister gifted me her broken power bank. It can still be charged, but discharging wont't work because the USB ports are worn out. Since the cell still seems to be good, Ithought it would be a nice little project to build my one. However, I am relatively new to this and not sure about the right circuit. I want to use a pre-build one from eBay and found the following, which seems pretty fancy.

The cell I am using is a 10,000 mAh 3.7 V from a GREPRO hyg035.

It uses the IP5219 ic for charging/ discarging.

My question would be if this is a good match or if it will burn down my house.
