Is going from A1 to C1 within a year possible?

Biomed technology and biomed engineering
The country I will be studying at, Czech Republic only offers Biomedical technology and bioinformatics during bechalor and they only have biomed engineering courses for masters. But I want to be biomed engineer. If I choose that way, would it be suitable to just take engineering only in masters?
