Hazard Step

Can someone tell me where the "Hazard Step" is outlined in the laws of the game?

This spring I started hearing this term when U15 boys started slamming into defenders and knocking them to the ground while they(the attacker) have the ball. I want to make sure I understand this rule.

Handball

What is your call?

U10 competitive league. A ball is kicked into a defenders belly from 3 to 4 feet away and touches his arm on the deflection.

Do you call a handball and give a PK for this?

Infotainment problem

I have a '22 sport with less than 40k miles on it and the infotainment screen is going bad already. Has anyone else had this issue? Is there any chance Honda will replace it?

Yesterday I was at a lower level tournament and during one of my games a player runs off of the field and behind the bench to get a drink of water. He then tries to run back onto the field at which point I stopped him and told him I would not caution him for leaving the field without permission but he would have to stay out until the opportunity to sub in. At halftime I explained to the coach that he need to keep his players on the field and hand them water. Should I have carded the player or was the way I handled it acceptable?
