How to get a RO ID if you're moldavian and don't have a permanent residence in Romania

I have a friend who is from the Republic of Moldova and has dual citizenship. She now lives in Romania, just as a renter. Another colleague and I moved with her to a new apartment in Cluj.

Now we encountered some problems when renting, because we had to have all the data from the ID card, but my friend from Moldova had her Romanian ID card expired in January and had just gotten a new passport, so she still had a valid document with her. But now the contract with some of her data is left blank

The problem is that she can't renew her ID card because she doesn't have a valid address where she lives in Romania and for that she would have to get a temporary residence permit (or I don't know what it's called) at the new apartment. But for that you also need an ID card....

I don't understand how documents work in this country anymore...

Now what could she do to get an ID card, what documents would she need or where would she have to go? And for the temporary permit? Or what should she do first?

Canon printer doesn't print black properly, but nozzle check comes out nice for black but wrong for color

I have a Canon Pixma and I've refilled its cartridges about 2 times so far. Now I don't know what the problem is, but when I print monochrome, the pages come out with colored lines, as if they want to overlap to come out black. Usually this happens when I try to print something black in color, but now I don't know what's happening. It simply won't take the monochrome setting from my laptop. I've set it to grayscale from the control panel too and it still doesn't work. I've done about 3 cleanings and 2 deep cleanings and each time the nozzle test came out worse than before (for color, black comes out nicely). I've also cleaned the black cartridge manually with a paper and it still doesn't work.

Please help me guys, I really need this printer to work for the next few days
