I had this theory back when I was watching the Dressrosa arc years ago. These days, I think it’s less likely to be true, but I decided to write it down anyway.

The theory is very simple: basically, anyone can eat two Devil Fruits, and the idea that the devils would fight each other and the user would die is just a myth created by the World Government to prevent pirates from becoming even more powerful.

And of course, Blackbeard, being one of the characters with the most knowledge about the world, would know that it’s a lie.

I came up with this theory during the Dressrosa arc simply because Sabo (still in disguise) eats the Mera Mera no Mi while Burgess is watching and thinks it’s Luffy, yet he doesn’t react to it at all, in fact, he gets upset.

In other words, Burgess thought it was Luffy, knew he already had a Devil Fruit, saw him eating a second one, and it seemed normal to him.

Of course, this would only be possible if Blackbeard’s entire crew knew it was possible and that it was just a myth created by the government. So, is this just an inconsistency, or is Burgess just dumb, or is there something else going on here?
