I’m interested in doing a transatlantic that goes a bit north (ends in Philly). Are pool and hot tubs open on transatlantic sea days even if it’s choppy and/or cold out?

I love the Spinnaker and observation lounges on other ships but the family wants to go on the Star. Is there a similar spot with a view and hopefully some music? Spice H2O looks similar but it will be a colder passage so I’m not sure how many people will be up there.
