Why are there so many foreigners tutoring english privately? Isn’t it illegal?

I visited my Chinese friend who was my classmate and friend way back in Canada. She lives in a very expensive area in Lujiazui. She just got married and has a 2year old baby. I was impressed that her baby has a 1v1 english class every evening with a foreigner, and spanish class in the morning with a spanish international student. She told me that there are a lot of foreigners tutoring English in their area, and it’s very common.

Second is when i visited another friend and saw a foreigner outside (community park) playing with the toddler in English. I asked and she said she’s tutoring English as a part-time. I also have couple of chinese friends on wechat who posted moments of their kids learning English with a private foreign english tutor.

Lastly, i saw a lot of postings on rednote about chinese parents looking for 1v1 english tutors for their kids, and foreigners there just bravely volunteered.

I’m 24F. I’ve been in Shanghai for 3 months already but my current apartment is too small and not in good condition (3000rmb/month). I plan to rent a bigger one (pic above) with different kitchen and at least with a balcony. But it’s 11,000rmb a month. I think it’s too expensive for me🥲.

Anyone here is looking for a place to stay in Shanghai? This one is a new building in Pudong, at most 30mins away from Lujiazui. The area is very secured with a 24/7 security guard and a basement parking lot. We can rent it together. There are two toilets. You can take the Room A and Toilet A by yourself and I take the Room B and C. We don’t share a toilet, so there’s a privacy. You can pay 4000rmb a month, and i pay 7000rmb for mine since i take two rooms.
