Retired Government Teacher served 12+ years under a High Court Stay but received NO salary and NO pension. Need legal strategy and service law advice.

Hello everyone,
I am looking for urgent legal guidance regarding a highly complex service matter involving a family member who is a retired government secondary school teacher. We need to understand the best course of action regarding over a decade of withheld salary and frozen retirement benefits.
The Timeline & Context:
Initial Dispute: Years ago, the employee was terminated from service on the grounds that the university from which they obtained their professional teaching qualification was declared unauthorized/unregistered and subsequently delisted.
High Court Intervention: The employee challenged this termination in the state High Court. The Court granted an interim stay on the termination order, resulting in their reinstatement.
Service Under Stay: Under the protection of the High Court’s stay order, the employee continuously performed their duties and served out their full tenure for over 12 years until their age of superannuation (retirement).
The Issue: Despite physically working and fulfilling all duties for those 12+ years, the State Education Department withheld 100% of their salary for that entire period. Furthermore, since their retirement, they have not received any pension or retiral benefits. The department has completely frozen all dues.
Our Core Dilemmas:
