What do you pay for a cow tongue?

A friend told me she has to pay $40 each in Delaware, which I found unbelievable! In WV, I pay either $1 each from the packer down the road (when they’re in) or otherwise $1.99/lb from the nice butcher shop. I guess most people don’t care for it or use it for dog food but I would never pay more than $10 for just a tongue. What drives that kind of price?
