Law enforcement wants to avoid doxing, but masked people are indistinguishable from each other and criminals. That makes it impossible to hold any of them accountable for their actions. If each masked person wore a prominent ID number on like a football jersey or a QR could on the mask. A judge could hold the list of who has which number and only reveal individuals with a subpoena or during an investigation of misconduct.
