Tell me if I'm wrong but isn't cheapskate doesn't supposed to have a limit?

I have played with this build for like almost 10 times now and for some reason I am hitting some sort of limit sometimes I reach 260 and it stops some times it stops at 380 and the highest I've gotten is just shy of 400, I am losing my mind because of this

I heard that thunderstrike stacks so I went ahead and tried to one shot the boss with it, so I've stacking it on top of him for 30 min and it seems this is the only damage I dealt.
