someone help, how do fix the raw center in my cookies??

i did 5 test cookies and all of them were getting burnt on the edges while still raw in the middle, i tried lowering temperature a couple of times till i got to 150 C with fan for 14 min (i freeze the dough in all of my tests so it doesn't overspread which was a problem of which i fixed), still getting burnt on the edges while raw in the middle, i tried putting another baking tray under the main baking tray such that the main baking tray is kind of suspended in the air but still raw in the middle, i also tried thinning the center by shaping the dough into balls then into thick pucks and then i press with my finger in the middle of the puck so that the center is thinner and heat gets to it easily, still burnt edges and raw center. right now this is my baking set up: i preheat the oven for 15 min on 150 C with fan on, then before the 15 min end by 5 min then i get my thin centered shaped cookie dough pucks out of the freezer and lay them on the main baking tray, then when the oven is heated i put a tray under the main baking tray to be suspended and leave it for 14 min. and they still come out raw in the middle, someone please help me.
