Petrify + The Basilisk Bugged?

While testing a hybrid earth/storm build I found a weird interaction that I don't quite understand. I'd really appreciate it if people could tell me if I was doing something wrong or if there was a known bug.

I'm trying to use The Basilisk to get 100% crit chance in combination with Lightning Storm and the Storm set. I figured that by using the Yom rune to proc Petrify I could have it up basically 100% of the time, but when Petrify procs I get one single damage tick of crit and then back to no crits. I even put Petrify on my bar and cast it manually and I still just got the one tick, no other crits.

However, when I put on the 2-set of the Old Mountain set and cast the auto-channeling Stone Burst, the Petrify proc from the set did activate The Basilisk and all of my hits were crits, both storm and earth skills. Having either set on made no difference for the set up: I tested with both sets, just one, and neither set equipped and in all cases I got no guaranteed crits from The Basilisk from either a self-casted Petrify or a rune-procced Petrify. The Old Mountain 2-set, however, always gave me the crits so long as I had The Basilisk equipped.

Does anyone know if there's an interaction I'm missing somewhere? It was weird enough that the rune-proc didn't work, since they use your skill tree, but I'm really confused that self-casting Petrify didn't work with The Basilisk but the Old Mountain 2-set did. I logged onto one of my old Eternal Realm Druids to test new skills before properly starting the expansion and I found out something interesting. All skill categories are now unlocked by level progression, not by putting points into the actual skill tree itself. I have no points in the tree and 71 points left to spend, yet I can put points wherever I want, including into the Ultimate skills all the way at the bottom. As such, there are no more wasted skill points. So long as you are the correct level to unlock your skill tree, you can put your points wherever you want.

Just thought I should post because I saw a post earlier complaining about wasted skill points still being a thing. It was a pure complaint/hate post and was probably just a troll, but even still. I figured I should post this because it IS a nice change.
