"Expired" powerbanks in MRT and Public Transport

Hi all,

I was in the MRT today where i saw an uncle holding a powerbank that was quite swollen from its original state. I have also saw people using damaged powerbanks in the bus and in enclosed areas on other occasions.

Are there any safety regulations for using swollen or "expired" powerbanks in public transportation? If it overheats and explodes it may cause harm to life and property.
I also wonder if these powerbanks can even charge properly.

Hi all, another question again for the general public.

What happens when somebody who is born as a single kid and unmarried passes away? Where does his bank savings, CPF and other assets go to if theres no Next of Kin to claim?

Lets say Mr Ah Tan passed away at a ripe age of 82 after fully living his life. He has arranged for his funeral before his passing on and therefore he has 50-60k sgd assets,cash,cpf remaining after the funeral bills.

How does the government distribute the funds to his relatives, or how do the money gets taken away if he doesnt have a will to give the money to someone?

Do we have a family tree where govt officials can reach out to further relatives or do they just wait for someone to pop up and say "I am his relative from .... side, im here to claim money".

Anyone to enlighten us about this?
