Im trying to develop the stepp in my world conquest save and the syberian permafrost is a major annoyance. Some counties lost it when I turned them administrative, but a lot of random counties kept the penatly.

I just tried to fix it by removing every county effected by the debuff from my governors and giving all of them to the only tribal vassal I had left in the world. Then I demanded administrative government, but the debuff still wont go away even though he accepted!

Im at my wits end. Is their any fix?
