Received CP30 for a Failure to pay proper estimated tax penalty

Hi everyone,

I received a CP30 notice for a "Failure to pay proper estimated tax penalty" (IRC 6654) for the 2025 tax year. The penalty amount is huge and is due by May 25.

The Income Pattern: My income was very uneven last year. My Q1 and Q3 were low, but I had significant spikes in Q2 and Q4 due to capital gains and bonus/vesting. The IRS notice seems to assume I earned this money evenly starting in January, which is triggering a large penalty for the early quarters.

My Questions:

  1. Since the penalty is due in 10 days (May 25), is it better to pay the full amount now to stop the clock and then file Form 2210 (Schedule AI) for a refund? Or should I mail the form immediately and only pay what I calculate I actually owe?
  2. Does the IRS process "Annualized Income" requests (Schedule AI) after a return has already been filed and processed, or do I need to file a formal 1040-X amendment?
  3. Has anyone successfully had a 6654 penalty reduced via phone by explaining the Q2/Q4 spikes, or is the math on Form 2210 the only way?
  4. Please let me know if there any other alternative way to reduce or waive off the penalty
