Why doesn't the Chinese government criminalize animal cruelty? Does anyone here actually understand this issue?

Does anyone here have any insight into why the Chinese government is resistant to enacting laws that criminalize animal cruelty? I am asking from the perspective of a person who has an interest in furthering the international pressure campaign to urge China's lawmakers to consider this issue seriously.

Every day, there are horrific stories coming out of China about animals (primarily cats and dogs) that have been brutally tortured to death for profit and entertainment. And even though many Chinese citizens find these acts abhorrent, there isn't any real legal pathway in China to dissuade the torturers from continuing to do what they do. Why? What needs to happen to make way for legal protections for animals in China? What's the thing that currently stands in the way? What would be the downside to making it illegal for a citizen to light a dog on fire for fun, or remove a cat's limbs with scissors for profit?

Please help me understand, if anyone here knows? I think it's important to know why their government refuses to do what seems like a no-brainer for so many governments around the world.

If I am misinformed on anything here, please set me straight.
