I just finished binge-watching all the released Episodes of Fans V Favs, and I'm really struggling to work out Sam's intents. In his confessionals, he keeps acting like he is being manipulative, but outside of that, he seems sweet and genuine. I just find this confusing, and I can't tell what he truly intends to do.

With other characters who have pretended to be all nice but aren't, like Fiore, they have always been more obvious about it.

Is there something I am missing, or is he just a bit of a confusing character?

I haven't rated Ben-Hwa because I skipped their plot, Sam because I didn't really pay attention to that part, and the DLC characters because I don't have the DLC. Ignore the bad quality!
