What percentage of a deck has to be a specific archetype before it’s considered “X deck”?

Example: I’ve had people say they are playing Gravekeeper’s. The deck will have 3 Spy, sometimes 1-2 Descendant, and, occasionally, a Guard. To me it doesn’t seem like that would be a Gravekeeper’s deck, but he argues that it is because it incorporates the archetype it’s that deck.
