I've heard the Oppressor was based on the bike from the 80's show "Street Hawk"- but I was recently watching the Japanese action show "Kamen Rider Fourze" (from 2011, before GTA 5 was released in 2013) and this bike looks insanely similar to it.

I can't find anyone saying this online but the design speaks for itself.
