Do I need an elder care lawyer? Any advice appreciated!

Trying to keep this as short as possible! My Mom had a sudden stroke a few months back and went from being fully independent to needing 24 hour care. She was always healthy, never signed power of attorney forms, had no money set aside for end of life care, and had the bare bones Medicare insurance. As her daughter, I can make medical decisions for her but have no access to any financials or health insurance without power of attorney. She is currently in a state run facility (which is awful but what her insurance will cover) and they have mentioned petitioning for guardianship since I do not have power of attorney. I contacted a lawyer and they quoted me 20k for one year of assistance in sorting power of attorney, getting my Mom on Medicaid, and assigning a social worker to advocate for her care. I do not have 20k but I absolutely would figure it out with credit cards/loans if it’s the right thing for my Mom’s care. I am in way over my head and would appreciate any advice!
