Strange metallic like structures seen on the side of the road. Each one in front of two separate houses.

I was driving through Central New Jersey at the time. No other houses on the road had them, just these two. They almost look like they might spin, and they definitely appear to be made of something sturdy. I don't know if those are the house numbers.
