Hello! To preface I am very new to doing work that isn't under the hood.

Looking for some help with my 1977 pontiac. Roommate backed out and left this gouge on my fender that I'd like to fix without using any bonds or filler.

I had originally thought I pull take the tire off and try to pound it out from inside the wheel well but the body is made from two overlapping steel pieces here. So on the inside I can't even feel the damage.

I'm at a loss, should I try cutting the internal piece out around the gouge then try flattening, then welding it back in?

Any advice is appreciated ​
