This story is very complicated and has updates since it went to print.

First, a criminal investigation has begun. The Franklin County Sheriffs Office is handling that. We have a quote from Sheriff Jim Raymond:

The Franklin County Sheriffs Office at the request of the Richland PD Chief. The investigation is literally in its infancy. Investigators have hours and hours of interviews to conduct along with evidence gathering to complete. When the investigation is complete it will be forwarded to the Richland Police Department for dissemination.

RPD was unable to investigate because the City is a victim of the illegal connections.

Second, the Tri-City Herald covered a story regarding the city shutting off the water to hangers that were illegally hooked up.

Is it time to go fare free?

The Ben Franklin Transit offers free fares to people under 18, senior citizens, and veterans.

The costs of collecting fares is more than they collect. Residents living in the benefit district already pay for the transit through sales tax.
