Game looks very weird and grainy

Hey guys, so I wanted to play The Witcher 3 again since the new DLC got announced. But I got a new laptop, so I thought it would run better. The specs are:

CPU: 13th Gen Intel(R) Core(TM) i7-13620H (2.40 GHz)
RAM: 16 GB
GPU: NVIDIA GeForce RTX 5060 Laptop GPU (8 GB)

I know it looks kind of normal in the pictures, but just imagine that when I start moving my camera, I see a lot of pixels moving on the walls and doors.

I know I can just turn on DLSS and it will be fixed, but I find it weird since my brother has a 4060 and it runs perfectly without DLSS. I think he uses the same graphics settings, but I didn't check all of them.

I took the pictures using the HIGH preset. I also checked ULTRA to see if there was a difference, but nope.

Does anyone know why this happens?
