Do people walk in Virginia Beach?

I arrived in Virginia Beach a few days ago, and I'm staying in Northeast Virginia Beach. I've noticed that everyone has a car I literally haven't seen a single person walking on the sidewalks. Is that normal? I don't have a car, and I feel self-conscious being the only one walking on the sidewalks 🥲
