My brother is into the 3d printing business and he does a lotta sculpting. And uses software like Blender, Z brush, Auto desk Maya, etc. and he does some renders too. He does a bit a gaming too. Build a PC for him which can handle all of his tasks. Budget: great if it is around 1200 USD. We can push Max 1400 USD (around 150k INR)if it is really needed. Preferably 1440p capable rig. I own a PC with 7600X and 7800XT for my personal use. But I'm new to these softwares and not sure what they need to work properly.
