Got this bike on a local swapmeet for $200 and wondering what upgrades should I do first? its my 3rd week into the cycling as a hobby so I dont know much :)

Its on a local bike shop right now as I went for them go check if my chain shifting is off and said the front derailleur needs adjusting since its not shifting instantly, now they touched it and doesn't shift at all anymore 💀 so the bike is in there until tomorrow. Hopefully they will honor their $10 adjustment fee since they made it worse.

can I put at 28mm tires on this bike?

Just did a quick research earlier at local swapmeet and ride and it felt better than the Giant OCR2 I bought 3 weeks ago for $140 so I ended up buying this will be selling my OCR2 soon. So far everything looks solid, shifts good, drives good and brakes good. Also its my size 53cm bike frame and Im 5'7ft. Just did a quick degrease and lube on the chains :D

Hows my buy? Im barely 2 weeks into road biking and im enjoying the exercise!
