80s/90s American (USA/CA) film about a teenage killer who believes he's a vampire or is trying to become immortal through the blood of his victims

I think he targeted train passengers and at the beginning he drives in a car with someone who could be his aunt.

Swedish (or other North European) film about an institution for kids on an island, probably based on a real place?

Set in older times like 60s but the film looked no older than early/late 2000s, discipline, the "director" is a pedo, I think the protagonists' parents placed him there, I watched it around 2015 and forgot most of the plot.
