Afternoon fellow trainers,

I’m going to be a tourist in Tokyo on the days that the Go Fest is running, and the boss has planned a day where we will be exploring the Tokyo waterfront area for the morning.
Whilst I’m very grateful for this (let’s just say this wasn’t free) - I have missed the opportunity to buy a park experience ticket, and only have a city wide ticket remaining. If I get this citywide ticket, will I be able to play around the waterfront area as if it was any normal day (with the existing stops & special spawns that would be anywhere in the city), or will it be entirely blank with no spawns at all because I don’t have a park ticket?
