I have specifically been testing the surgical cuts talent which at 3/3 should give 9% crit to 1 handers.

I was testing this with nothing else that would contribute crit chance - 0 mastery, no other perks no food buffs etc.

Well with 3/3 surgical cuts I’d expect roughly 1/10 swings to crit, but my measured values are more like 1/30 or 40 before getting crits

Anyone else notice this or has my sample size for testing this but been unreasonably unlucky?
