
The DCU has a multiverse, it isn't as evident as Marvel's but it's there. So doing a series that only centers on Batman that just follows his life is pretty easy to do and it won't stop people from being invested in other Batman series.
I know we had a similar story with the Animated Series but why not make one that really centers on rehabilitation fully. You just have a story where Bruce Wayne becomes Batman, struggles at first but gets the hang of Gotham just before it escalates to Super-Villians. Basically going through the ropes but instead of making it an endless story told over and over again with minor changes, have it center on a Batman slowly getting through to each villian. Meanwhile as Bruce Wayne he decides to not be the playboy, but instead directly starts to fix the systematic issues of Gotham (like fixing Arkham) and seen as someone people look up to. He feels conflicted about putting on the mask some nights because he wonders if he is actually making just as much of an impact as him over Bruce Wayne, and of what would happen if his secret identity is discovered. It's when he makes his first full rehabilitation with a villian that the doubt leaves him. Make it someone like Harvey or Selena, someone he was close to. Then one by one his villians either go back to normal lives, or even using their abilities to aide Gotham (as new heros or just do what Lilo and Stich did back in the day with them finding jobs). Yeah new villians will continually pop up, but as Bruce starts to get to old for the job the city is in it's best state and new heroes will take his place (the bat family and/or rehabilitated villians).
Two Face, utilize modern treatments for seperate personalities. To make it more fantastical help Harvey come to terms that this other persona was really a part of him all along that he kept pushing down. He eventually goes on to serve his time, but leads the most powerful gang to make the prison peaceful and helps rehabilitate from the inside.
Selena, while she isn't a cleptomaniac she holds little care for the system. Have her be taught of how she is increasing insurance rates across the board as it trickles down. Making it hard for people that were in her exact position. She eventually goes on to become an advocate for returning artifacts to their country of origin, as though she used to rob these museums they created a finacial incentive for those pieces to get robbed from their home countries.
Ivy, she already has good motives they are just taken to far. Simply aide her in creating a plant that feeds on pollution that in turn is the stepping stone to creating a lasting future.
Clayface, help him come to terms with his condtion while making it more stable and so he can truly be an actor again or even become the world's greatest spy (have his last and favorite role as a normal guy be established as a spy film).
Killer Croc, once again either help or even outright cure his condition. If he stays that way maybe have him be an explorer, someone who can go anywhere most people can't since he doesn't have to worry about the wildlife.
Bane, destroy his aspirations of power with a very well thought out debate. Making it ironic that one of Batman's most physical villians stops not because of an all out bombastic fight, but a simple conversation of understanding. He can then go on to really do anything, maybe just enjoy fighting as a luchadore drug free while utilizing his mind over his brawn in the fights.
The Riddler, help him overcome his childish machinations of having to be smarter then everyone. Convince him to use his intelligence for good and that he can still get a sense of competition in that field. Maybe even goes on to help Fox.
Scarecrow, push him on his own personal fears and his exaggerated desperation to be fearless as everyone fears him. He simply puts down the fear gas, or maybe even uses it to help others face their fears in a safe setting.
Mr Freeze, obviously help him with Nora and give him all the resources he needs... all while helping him come to terms if he simply can't do enough on his own and go on to accept help from others. Maybe even have a tragic end that he passes from old age before Nora is cured, that he comes to terms that he just wanted her by his side more so then to save a life that desrved it.
Harley, help her break the cycle of abuse. She eventually goes on to be one of Arkham's greatest psychiatrists since she had expirence being on the other side of the cells. Make her rehabilitation a key stepping stone with Joker's ending.
Penguin, teach him some thorough economics on why his buisness will fail with how the city is improving and that he should never care what people think about his appearance. Have him go on to find love, and eventually recreate the dynasty of his family legitimately.
Raj Al-Ghul, admit to him that sometimes a death sentence is warranted... but doing so outside of the system could easily lead to killing even more people who didn't deserve it (one of the biggest fears with the death sentence). He goes on to lead a mercenary faction that helps stabilize countries while holding them to account, and truly feeling remorse and doubt fully when it fails. Have Deathstroke join him (maybe even have his rehabilitation be the inciting incident for Raj).
Talia, Bruce convinces her to renounce her father's ways. Maybe after seeing the monster Damian is starting to become. She goes on to marry Bruce and grows old alongside him with Damian eventually becoming the new Batman.
Black Mask, he goes on to eventually change his ways and become friends with Bruce Wayne as he holds him to a higher regard with how much Bruce has changed for the better comparatively to the former Waynes that ruined his family's buisness. Maybe even make Bruce go on to give him his buisness back. Hush would also face a similar rehabilitation.
The Mad Hatter, help him come to terms with his psychosis. He eventually goes on to be a scientist that specializes in helping others with psychosis.
Zsasz, I think he's one of the few that should be behind bars. There's nothing to rehabilitate, he was just a man who became to malicious. Maybe have the penguin visit him to try and make ammends, but with no powers and influences Zsasz simply lives the rest of his life behind bars.
The Joker. While I understand that it's a big part of his character to not know his backstory (he likes to make them up), I would go with The Killing Joke being his true backstory. Have his wife be mistakenly identified as dead and instead lost her child and husband (thinks he's dead) in one single day which caused so much mental anguish that she moved away. While that single bad day hurt her, it would never be enough to break her like Gordon. She never remarries but eventually starts to feel a need for closure, she decides to visit the graves of her family in Gotham. With Joker he feels at the end of his rope, he's basically the last Supervillian and Batman has started to see him as a lost cause. Batman won't kill him, but he's stopped talking to him in their fights and when he brings him in... even sending Robin to deal with him most of the time. Arkham is getting harder and harder to break out, he has fewer goons as most criminals have been going legitimate, and the media has stopped covering him to de-incentivise his need for attention (only covering the victims). Eventually after one desperate breakout he decides that he wants to feel sad for once so he goes to his family's grave that he always avoided. That's where they meet each other once again, and it was the hardest Joker ever laughed in his entire life... tears of joy falling down his face.
Just feels like a story I've always wanted to see in the universe, I don't care if it's a comic, animated show, or even a few animated movies. I would love to see it one day.
