Weird hole in stern

Randomly got this super weird almost gouged open lookin hole in my stern, welded it up but average joe runs with plenty of water keep reopening it. Is there something about this spot thats different? The rest of my welds are holding pretty well but this ones been an odd bastard to contain. How does it even keep getting pried open like that? Boats a 9r if that matters.

Im coming from a whitewater/sailing background, and looking to get into sea kayaking. My goal right now is to just learn a little more about the different boat styles and which brands/materials to look for and avoid before i grab another yet another yak off fb marketplace and start experimenting. I already have a pretty good idea of how different design choices affect boats, but any links to sea kayak specific info would also be cool. Additionally any good reading about rules for weather/tidal features specifically on the oregon/washington coast and the likes would also be cool. Iv already been looking at the hour by hour tidal charts but more in depth reading is always nice. My eventually goal is overnight trips and playing around the rocky features on the coast. A boat capable of surfing would be cool but its not my main goal. Right now iv been looking at some of the 15-17ft neckys for sale in my area. They looks pretty fast and sporty with decent edge and enough rocker to not plug everything, which is kinda what im looking for.
