I understand that "bounty hunting is a complicated profession" but this is getting frustrating.

I attempted to apprehend a bounty in Jamison. Scanned him, came up red, pulled up his rap sheet, stunned him with the NB, and nothing.

I can't "confront the citizen" , initiate dialogue beforehand or after stunning them, nothing. He's just on the ground. Had no problem with the posted bounties from the terminal but hunting 'in the wild' isn't working. Any tips on apprehending bounties?
