Hey! I was wondering if there is an existing mod or a way to manually edit the game so that pre FTL that spawn will all start in the stone age

For context, I'm going for a very specific build, essentially playing tall FE, planning to uplift pre-FTl to fight all crisis in a huge galaxy, while remaining almost without a navy on my own.

The issue is that as of now, a good number of pre-FTLs will spawn in early space age. If they are not in my part of the Galaxy, chance is high that they'll just expand and eat up a lot of other pre-FTLs before I get a first contact with them
