I'm about to purchase a used bike. The one that is at the top of my priority list has a weird stain on the seat tube. The seller says that this is not rust, has been like this for ages and can't be wiped away. Overall, the bike is in good conditions... but this throws me off a bit.

Any idea what it is and if/how to get rid of it?
