I could have sworn I've seen the movie on HBO or HBO Family, it was sort of low budget. Really reminded me of Dennis the Menace with more kids. There was a group of boys but also girls eventually in the movie. I think the main kid was a red head or light brown hair kid with a mushroom cut, with big teeth and freckles. I remember seeing him in a few commercials and maybe other low budget films. It was also similar to How to Eat Fried Worms, but I think it came out earlier than that. Similar to Kids World, but I remember everyone was American.
