
High p99 frame times in OW2
Hello, I've been debugging this PC for quite some time, and am stumped.

Here is what I've tried, in no particular order:
- New CPU (Intel -> AMD)
- RMA'd my GPU ("repaired" and returned)
- Tried a friends GPU (2070 super)
- Swapped PSU
- Moved game to another drive
- Update BIOS
- Update SSD firmware
- Better windows power profile
- Disable HAGS
- Disable Game Mode
- Disable Core Protection
- Disable memory compression
- MemTest (no errors)
- Unplugged all USB peripherals except a controller
- New monitor (older ASUS to newer PG32UCDM)
- Turned off EXPO
- Slight OC on CPU
- Studio driver
- Run with no background software
- Fresh windows install
- DDU
- Gaming on Linux
- Turned off all power saving features in my Ethernet controller
- Turned off bluetooth
No matter what, I get stutters like in the above graph.
