High p99 frame times in OW2

Hello, I've been debugging this PC for quite some time, and am stumped.

Here is what I've tried, in no particular order:

  • New CPU (Intel -> AMD)
  • RMA'd my GPU ("repaired" and returned)
  • Tried a friends GPU (2070 super)
  • Swapped PSU
  • Moved game to another drive
  • Update BIOS
  • Update SSD firmware
  • Better windows power profile
  • Disable HAGS
  • Disable Game Mode
  • Disable Core Protection
  • Disable memory compression
  • MemTest (no errors)
  • Unplugged all USB peripherals except a controller
  • New monitor (older ASUS to newer PG32UCDM)
  • Turned off EXPO
  • Slight OC on CPU
  • Studio driver
  • Run with no background software
  • Fresh windows install
  • DDU
  • Gaming on Linux
  • Turned off all power saving features in my Ethernet controller
  • Turned off bluetooth

No matter what, I get stutters like in the above graph.
