Looking for help with photo restoration/enhancement.
I have this older image that’s heavily pixelated and blurry, and I’m hoping someone may be able to improve.

This is my friend’s late husband. I met her volunteering for a military non profit. We are surviving family members. He lost his life in Iraq.

I saw this at walmart. On sale. My baseboards are ugly. I don’t think they where ever painted right. Or maybe not painted at all. Is this stuff ok for me to just paint on? Or do i need to do anything first. Like primer? All then baseboards and trim look like this in my house. So its just time i knock it out. Thanks.
