Hello, I want to re restrict my beta rr 50 motard 2025 to give to my little brother so he can legally ride his first moped.

He cdi was simply derestricted by pulling out the black b5 cable. When I put it back in I thought the rpm limiter would work again, but it doesn't. Any ideas as to why or is the cdi now permanently derestricted? I'm not knowledgeable on motorcycles myself.
