Hes a lil dude.

Yeah. The bar is LOW. However, some characters do undeniably take more effort or engagement to get great results from.

For example, Yuki. Garuda rebound techs are pretty tasky sometimes, but are hefty in reward.

While characters like Naoya or Nanami can get similar damage in a single move or combo with much less engagement.

Lets just put it as "The bar is low, but it can be lower" yk?
