1999 40hp 2-stroke Mercury pluses sounds like I’m constantly throttling up and down but I’m not. It also will die at idle after about 2-3min and every time I start it even if has only been off for a few minutes I have squeeze the primer 5-6 times until the primer gets stiff. The carbs are clean but not rebuilt, the hub isn’t spun, it has fresh fuel and fuel lines. I think it’s a fuel pump issue? Advice would be appreciated.
