Letting my son get his permit after “bad” behavior

My 15 year old son was caught a couple months ago buying vapes online. He apologized and we moved forward, but then a week or two later he was caught again. Since then, he has completed the behind the wheel portion of driver’s ed and really wants to get his permit.

I’m struggling with whether or not I should allow it because of the vaping situation. On the other hand, since then he has raised his GPA to a 4.0, has been on very good behavior, has sincerely apologized multiple times, and seems to genuinely understand the seriousness of what he did and the importance of rebuilding trust.

Part of me feels he should have the opportunity to earn that trust back and get his permit, especially since driving is a big responsibility and privilege. I also feel that if he were to make another poor decision, the permit could always be taken away as a consequence.

As a parent, would you allow your child to get their permit in this situation?
