What is stopping someone from making a console that can read every format, and just just develop programing to allow each one to be played as intended? And then selling it, without it being bound to any single company?

So I have seen this "physical gaming is going bye bye" bs going around. So I have to ask.
- Why can't we put games in a plug and play box, and run them that way?
- Why can't we just refuse to buy digital games?
