Are negative non-ajustable rear camber issues a cause for pull after rotations?

I have a Honda Accord LX 2013 that after a maintenance tire rotation left my car pulling to the left side. I took it to discount tires and they did an alignment on it. They fixed the front which wasnt too bad but they said the rear camber can not be adjusted because thats how it comes from the factory. So the rear left has -2.0 camber and the rear right has -1.9 camber. So after the rotation, using the foward cross method, the car started pulling to the left. Then I switched the pull side's tire to the right from the left and it started pulling to the right. My guess is that the negative cambers on the rear are causing those rear tires to have uneven thread wear and tear and when they are rotated to the front of my front-wheel drive accord, they cause the car to pull a certain direction. Sounds right?
