in this scene in which a meeting is held between iqbal,SP,zarwari and jameel,when jameel suggests to arrest uzair under ATA ,zarwari delightfully agrees and SP also nods agreeing with the smart idea

but when zarwari asks major his opinion on the presented idea,he just lifts his hands and simply shrugs,so does jameel gets irritated simply due to the lack of reaction of iqbal or there is some another underlying reason of why he looks major iqbal with that face?
